Returned Plates, very interesting

Interesting Rumour re Returned Plates
I was told through the cabbie rumour mill that about 50 lease plates have actually been returned.   I was also told by a DoT employee that some plates are just sitting in the office waiting to be allocated, presumably, from previous issues.   We all know the industry is in great pain and that maintaining a reasonable income is difficult and so such a situation is inevitable.
If it is true that this many plates have been returned then why is the minister trying to sell/lease the 300.
Who will take them up that haven’t taken up the existing plates.
If you observe the highest plate numbers on the road at the moment they add up to way more that the reported 1900 plates that are on the road (1034 ownership, 540 Fulltime Lease, 400 P/T lease, 150 MPT lease and some 3000 PPRTs and 2000 MPTs which were supposed to be bought back but are still out there).
